Claire Jolly is Manager / Head of Unit in the Directorate for Science, Technology and Innovation (STI) in the Organisation for Economic Co-operation and Development (OECD), an intergovernmental organisation based in Paris. She is in charge of OECD research and analysis on the economics and innovation dimensions of two important emerging sectors: the space sector (OECD Space Forum), and new ocean industries (OECD Ocean Economy Group). With major challenges faced by public and private actors alike, the OECD provides data and recommendations to support evidence-based decisions and policy making. Claire has twenty years of experience in international business and policy analysis, having advised governments, public and private organisations in STI policies, aerospace, energy and defence, in Europe and North America, before joining the OECD in 2003. Her background is in international economics (Univ. Versailles and Cornell University) and engineering (ENSTA, Paris), with an interest in dual use technologies including space (ISU in Strasbourg). She is also an alumna of the Institute for Higher National Defence Studies in Paris (IHEDN).
